The Life and Death of ACP: Prof. Hernan Galperin Discusses ACP’s Impact with Colleagues from University of Brasilia

On February 7th, 2025, Professor Hernan Galperin delivered a keynote lecture at a seminar hosted by the University of Brasilia’s School of Law Center on Law and Regulation. His talk, Consumer Broadband Subsidies in the US: The Life and Death of the Affordable Connectivity Program, examined the effectiveness of broadband subsidies in expanding digital access and their broader socioeconomic impacts. Drawing on research from the Measuring the Effectiveness of Digital Inclusion Approaches (MEDIA) project, he explored key questions around program targeting, enrollment patterns, and both first-order impacts (connectivity) and second-order effects (employment and economic opportunities).
