Alphoncina (Allie) Lyamuya’s paper “Digital Inequalities and Inclusion in Sites of Forced Displacement: The Case Study of Cash and Voucher Assistance (CVA) Programs” won best student paper awards at the International Telecommunications Society (ITS). The paper examines ways the availability of telecommunication infrastructure, access to information and communication technology (ICT) devices, and digital skills and literacy intersect with humanitarian organizations’ efforts to provide cash-based assistance to populations of refugees that are largely hosted in low- to middle-income countries. The paper was presented at the ITS Asia-Pacific conference in Bangkok Thailand, Nov 26-28, 2023.
