New journal articles examine the ACP program
Two new journal articles by Prof. Hernan Galperin examine the Affordable Connectivity Program (ACP). “Welfare Stigma and the Take-Up of Consumer Broadband Subsidies” examines how welfare stigma affects uptake rates for consumer subsidy programs such as Lifeline and ACP. Co-authored with former USC Price doctoral student Heonuk Ha (now Postdoctoral Research Fellow at the Institute for Social Research of the University of Michigan), the article appeared in the Journal of Information Policy. The second article, co-authored with John Horrigan (Benton Foundation) and Brian Whitacre (Oklahoma State U), examine the determinants of ACP participation and their spatial variations. “Understanding uptake in demand-side broadband subsidy programs: The affordable connectivity program case” appeared in the journal Telecommunications Policy.
